HSE Compliance and Environmental Control Specialist

Our client, a leading international player in the Industrial EPC sector, is seeking a dedicated HSE Compliance and Environmental Control Specialist to join their team in Singapore. This role is essential to ensuring the highest standards of operational safety excellence and compliance with health, safety, and environmental regulations across various projects.
 
Key Responsibilities:
  • HSE Standards Compliance: Implement and enforce health, safety, and environmental (HSE) standards in line with local regulations and project-specific HSE Management Systems.
  • Site Inspections & Reporting: Conduct regular site inspections, ensuring comprehensive documentation of safety practices and addressing non-compliance issues promptly.
  • Data Analysis & Improvement: Analyze safety data from inspections and incidents to identify trends, improve practices, and mitigate future risks.
  • HSE Committee Management: Coordinate and lead HSE committee meetings, tracking corrective and preventive actions to ensure compliance and continuous improvement.
  • Safety Awareness Initiatives: Lead on-site HSE awareness programs, such as toolbox meetings, safety exhibitions, and emergency preparedness drills.
  • Corrective Actions Implementation: Issue and monitor corrective actions for safety violations, ensuring effective solutions and compliance.
  • Accident Investigation: Investigate on-site accidents, conduct root cause analysis, and recommend corrective measures.
  • Safety Procedure Development: Develop and implement safe work procedures for hazardous tasks, ensuring personnel are properly trained.
  • Equipment Safety Compliance: Ensure all machinery and equipment are regularly inspected, certified, and compliant with safety standards.
  • Risk Assessment: Continuously assess HSE risks and collaborate with the HSE Committee to establish mitigation strategies.
  • Permit-To-Work System: Oversee the Permit-To-Work system for high-risk activities, ensuring compliance with all safety protocols.
  • Liaison with Authorities: Act as the liaison with government agencies and authorities to ensure regulatory compliance across projects.

Job Requirements

  • Education: Degree in Safety, Environmental Science, Construction, Mechanical Engineering, or a related discipline.
  • Experience: Demonstrated experience in HSE roles within Pharmaceutical, Life Sciences, or Biotech projects or sectors.
  • Certifications: Advanced Certificate in Workplace Safety and Health (Level B), WSH Coordinator Refresher Training, Managing Work-At-Heights, and Confined Space Assessment certifications.
  • License : Environmental Control Officer License 
  • Technical Skills: Operational knowledge and hands-on experience in Confined Space workHot-Work, and Safe Lifting Operations.
  • Interpersonal Skills: Excellent interpersonal and communication skills, with the ability to engage and lead safety initiatives across diverse teams.
  • Transportation: Access to personal transport is preferred; mileage allowance is provided.
