This is not a maintenance role and not an inspection-only role. We are looking for a senior reliability leader to own and shape reliability and process integrity strategy for a leading chemical player in Singapore, aligned to a global refining and asset management framework.
You will operate at the intersection of:
- reliability engineering
- process safety risk
- asset lifecycle decision-making
- and business performance
The mandate
As Reliability & Process Integrity Lead, you will:
- Develop and drive site-wide reliability & process integrity strategy aligned with global standards and business objectives
- Act as the site focal point for reliability governance, risk-based decision-making, and asset performance
- Embed a strong reliability and process safety culture across operations, maintenance, engineering, and projects
- Translate reliability principles into practical operating, maintenance, and capital decisions
You will work closely with global competence teams and site leadership, and you will be expected to influence without authority.
Key responsibilities
- Reliability & Asset Strategy
- Define site reliability and process integrity priorities in line with global strategy
- Establish and maintain fit-for-purpose reliability work processes embedded into the asset management system
Drive continuous improvement in asset availability while minimising lifecycle cost
- Risk-Based Decision Making
- Facilitate and govern methodologies such as RCM, FMEA/FMECA, LCCA, criticality analysis, and benefit-to-cost evaluations
- Act as site SME for risk-based work selection and prioritisation
Ensure inspection, maintenance, and operational decisions are aligned to risk, consequence, and business impact
- Process Integrity & Technical Governance
- Lead equipment criticality assessments and manage site “bad actor” programmes
- Interface closely with process safety, operations, maintenance, and projects
- Act as subject matter expert for reliability-related incident investigations and RCAs
Ensure project reliability and integrity deliverables are met from design through handover
- Performance & Culture
- Define and track meaningful leading and lagging reliability KPIs across functions
- Promote learning, knowledge transfer, and cross-site collaboration
- Coach engineers and stakeholders to think in reliability terms — not just compliance
Job Requirements
Essential
- Degree in Mechanical, Chemical, or related Engineering discipline
- 8+ years’ experience in Oil & Gas, Refining, Petrochemical, or similarly high-hazard continuous manufacturing environments
- Proven hands-on experience applying reliability methodologies (RCM, FMEA, criticality analysis, lifecycle cost thinking)
- Strong understanding of process integrity and asset risk management
- Demonstrated ability to influence cross-functional stakeholders at site level
Highly valued
- Experience in integrated downstream or refinery environments
- Exposure to global matrix organisations or competence centre models
- Ability to translate technical risk into commercial and operational language
What this role is not
To help you self-select correctly, this role is not suited for candidates whose experience is predominantly:
- maintenance execution or crew management
- inspection / RBI delivery without broader reliability ownership
compliance-only or code-driven decision making
Inspection and integrity experience is valuable — but reliability leadership is the core identity of this role.
