Stemgenic is partnering with a leading manufacturing organisation in Singapore seeking a Project Engineer – CAPEX – Plant to support engineering projects, plant improvement initiatives, and capital investment programmes.
This role is responsible for managing CAPEX projects, plant engineering activities, equipment installation, facility upgrades, process improvements, and utility systems to support safe, efficient, and reliable manufacturing operations.
The successful candidate will work closely with Production, Maintenance, Quality Assurance, R&D, EHS, and external engineering contractors to deliver projects safely, within budget, and according to regulatory and operational requirements.
Job Details
The Project Engineer – CAPEX – Plant will manage end-to-end engineering projects from initial concept development through execution, commissioning, qualification, and handover.
This role requires strong experience in manufacturing plant engineering, capital expenditure projects, equipment installation, process improvement, utilities systems, contractor management, and engineering project delivery.
The ideal candidate will have a background in food manufacturing, FMCG, pharmaceutical, chemical, flavour & fragrance, beverage, or process manufacturing environments.
Key Responsibilities
- CAPEX Project Management & Execution
- Plan, coordinate, and execute engineering projects from concept stage through commissioning and final handover.
- Manage CAPEX (Capital Expenditure) projects including plant upgrades, equipment installation, facility improvement, and production enhancement projects.
- Define project scope, timelines, budgets, resource requirements, and execution plans.
- Monitor project progress, manage risks, and ensure successful delivery of project milestones.
- Prepare project reports, technical documentation, completion records, and handover documents.
Ensure projects are completed safely, on schedule, and within approved budgets. JD – Project Engineer
- Plant Engineering & Technical Support
- Lead engineering activities related to:
- Plant expansion
- Manufacturing equipment installation
- Process optimisation
- Utility system improvement
- Facility modification projects
- Support installation, testing, commissioning, and qualification of new production equipment and utility systems.
- Review and interpret:
- Engineering drawings
- Layout drawings
- Piping & Instrumentation Diagrams (P&ID)
- Technical specifications
- Conduct engineering feasibility studies and recommend practical solutions.
Provide technical support to Production and Maintenance teams.
- Lead engineering activities related to:
- Equipment Reliability & Maintenance Improvement
- Support plant reliability improvement initiatives.
- Participate in root cause analysis (RCA) for equipment failures and operational issues.
- Recommend engineering modifications to improve equipment performance and reduce downtime.
Coordinate with Maintenance teams during shutdown activities, equipment upgrades, and installations.
- Contractor & Vendor Management
- Source, evaluate, and coordinate contractors, suppliers, and engineering service providers.
- Prepare technical specifications and evaluate vendor quotations.
- Manage contractors during installation, construction, and commissioning activities.
- Ensure contractors comply with:
- Safety requirements
- Quality standards
- Project specifications
- Site procedures
Verify completed works before project acceptance.
- Process Improvement & Continuous Improvement
- Identify opportunities to improve:
- Manufacturing efficiency
- Productivity
- Equipment reliability
- Energy efficiency
- Operating cost performance
- Support Lean Manufacturing, Six Sigma, Total Productive Maintenance (TPM), and continuous improvement initiatives.
Recommend sustainability and energy-saving engineering projects.
- Identify opportunities to improve:
- Safety, Quality & Regulatory Compliance
- Ensure engineering projects comply with:
- Singapore Workplace Safety and Health (WSH) regulations
- Food safety requirements
- GMP
- HACCP
- FSSC 22000 standards (where applicable)
- Environmental and sustainability requirements
- Ensure hygienic equipment design and installation suitable for manufacturing environments.
- Support internal and external audits.

Job Requirements
- Bachelor’s Degree in:
- Mechanical Engineering
- Chemical Engineering
- Electrical Engineering
- Mechatronics Engineering
- or related engineering disciplines
- Minimum 5–8 years of experience in Project Engineering within a manufacturing environment.
- Proven experience managing CAPEX projects, plant engineering projects, equipment installation, and commissioning activities.
- Experience in industries such as:
- Food Manufacturing
- Flavour & Fragrance
- Beverage Manufacturing
- Pharmaceutical Manufacturing
- FMCG
- Specialty Chemicals
- Process Manufacturing
